What should happen is that those 3D buildings should now appear OVER the Ortho photo tiles, when the order is correct. If you go to a field that had 3D buildings in it before installing the Ortho tiles, then no buildings after installing the tiles, your order is wrong. Local airports containing their own 3D objects and photos/meshes will then be rendered "above" the photo scenery and "above" autogen scenery, effectively negating the latter two. You want the Global Airport Scenery above the Photos, you want the Ortho 3D overlays (Generated from OSM) above that so roads and autogen scenery appears above that, and you want local airports above all of that. So you want the Photos and Scenery tiles at the bottom of the order so that other things will be rendered with a higher precendence.
